AB 1642 (Harabedian). Wildfires: contamination standards. This bill requires the Department of Toxic Substances Control (DTSC) to adopt regulations specifying science-informed, health-based standards to guide investigation, testing, and remediation efforts after wildland urban interface (WUI) fire events. AB 2157 (Connolly & Bryan) Displaced oil and gas workers fund. This bill would extend the Displaced Oil and Gas Worker Pilot Program indefinitely. It would also contract with the UC Berkeley Labor Center to complete an assessment analyzing the success of the program. Coalition Organizer/Contact: The Climate Center
AB 2162 (Isaac Bryan) Foster Youth Housing Voucher. This bill increases the upper age limit from 24 to 28 years of age for a young adult formerly in the foster care or probation systems to qualify for services under the Housing Navigation and Maintenance Program (HNMP). AB 2251 (Celeste Rodriguez) Student financial aid: Cal Grant Program: cost of attendance. Seeks to ensure that California students can fully access the financial aid they are eligible for. The bill would increase transparency around institutional Cost of Attendance (COA) budgets and standardize the COA adjustments process for students. This bill maximizes COA flexibilities already authorized under federal law and ensures that students understand their COA and how to appeal for a COA adjustment. AB 2461 (Hart) Polluters Pay Well Cleanup bill. Expands current bonding requirements for a person who acquires the right to control a well or production facility. Without these safeguards, the State, and ultimately taxpayers, could be left responsible for billions of dollars in costs associated with plugging, abandonment, and decommissioning oil wells and facilities. SB 982 (Wiener) Insurance Affordability Campaign. Permits the Attorney General to bring a civil action against fossil fuel companies that meet specified criteria, to recover damages on behalf of policyholders and the FAIR Plan Association (FAIR Plan), that were caused by climate events that resulted from, or worsened by, climate change. Prohibits a fossil fuel company from passing on the costs of the civil action, including any remedies ordered, to the people of California. Creates a fund to into which any damages won will be deposited, and lays down rankings of how such funds should be utilized. Coalition Organizer/Contact: California Environmental Voters
SB 1091 (Caballero) Community Anti-Displacement and Preservation Program. SB 1091 would establish the Community Anti-Displacement and Preservation Program (CAPP) to fund the acquisition and rehabilitation of unrestricted housing developments of five or more units, and attach affordability restrictions on those units, while safeguarding against the displacement of current residents. SB 1259 (Blakespear) Refineries: decommissioning and remediation. Currently, refineries are not required to plan for or fund their end of life. Little public information is available about what is needed for cleaning up contamination when a refinery closes. SB 1259 would increase transparency by requiring oil refineries to submit decommissioning and remediation plans, including estimated costs. This information provides a starting point to ensure oil companies don't leave communities paying the bill for cleaning up contaminated land. SB 1282 (Becker) Establishes standards for grid-integrated vehicle technologies. This bill requires the California Energy Commission (CEC) to complete an assessment by December 31, 2028, on electricity supply, reliability, and cost issues associated with meeting California’s renewable portfolio standard (RPS) and zero-carbon procurement goals and potential for grid-integrated vehicle charging to address those supply, reliability, and cost concerns. The CARE Fund (Pérez) State Budget Request – $301.5 Million for the Community Aid for Rebuilding and Equity (CARE) Fund. The CARE Fund is designed to support community‑wide recovery by stabilizing homeowners facing financial barriers to rebuilding, rebuilding affordable housing and providing remediation to ensure a safe return. It establishes a scalable framework for equitable recovery from the Eaton Fire that can also be implemented in future disasters across California. Coalition Organizer/Contact: CHIRLA
